The East Africa Community Empowerment Programme(EACEP) is about action learning and research to enhance citizen participation to assert their rights.The long term goal is the empowerment of communities to claim and fulfill their ESCR.

EACEP is encouraging self-empowering action learning processes for all community actors. The role of Civil Society Organizations (CSOs) is to deepen understanding of human rights, citizenship and accountability. EACEP will bring economic, social and cultural rights to life by focusing on a pressing need that participating organisations are currently working on with communities. It will open up contact between them and local and national government actors, and others institutions of power and strenghten their capacity to negotiate for their needs.
