CONCLUSIONS AND RECOMMENDATIONS

  1. INTRODUCTION

The Inter-American Committee against Terrorism, CICTE, held its Second Special Session on November 29, 2001, to follow up on the work started and decisions taken at the First Special Session held on October 15, 2001.

Participants reviewed the reports of the three subcommittees of CICTE established at the First Special Session to prepare recommendations on border controls,1/ financial controls,2/ and the work plan of CICTE for 2002-2003.3/

The proposal to adapt the structure of CICTE, including its modus operandi and the budgetary implications, was also considered./

To strengthen ties with other entities, CICTE invited the following to present reports:  the Secretary pro tempore of the Consultative Committee of the Inter-American Convention against the Illicit Manufacturing of and Trafficking in Firearms, Ammunition, Explosives, and other Related Materials (CIFTA), the Executive Secretariat of the Inter-American Drug Abuse Control Commission (CICAD), and the Secretary of the Inter-American Committee on Ports (CIP).

A report on the activities of the Working Group to Prepare the Draft Inter-American Convention for the Prevention and Elimination of Terrorism was also presented.

  1. CONCLUSIONS

With the amendments put forward and agreed upon during the discussions, the recommendations on border controls, financial controls, and the work plan of CICTE were approved, and there was a consensus in favor of remitting them for adoption at the Second Regular Session of CICTE, to be held on January 28 and 29, 2002.

It was also agreed to include CICTE’s modus operandi, its structure, and funding, as topics on the agenda of the aforementioned regular session.  To facilitate debate, it was agreed that Member States would convey their views on these subjects prior to January 8, 2002.  It was also agreed that, if necessary, CICTE would present a recommendation on the financial aspect to the Permanent Council.

Further, it was decided that the same Regular Session would review contributions by the three subcommittees regarding the Draft Inter-American Convention for the Prevention and Elimination of Terrorism, with a view to forwarding them for consideration by the Permanent Council.

The preliminary draft agenda for the aforementioned regular session presented by the Chair was approved with the amendments agreed upon.
